Fund transfer to Swiss banks and authority abuse

President Bouteflika’s advisor case details

The case details remote back to 2003, when an interest group has been decided to be set up so as to allow foreign companies to snatch the most important projects in Algeria and “solve” their administrative problems if they manage to get the bid.

The scandal dossier mentions that billions of funds have been transferred to between foreign companies and the interest group as well as the President’s advisor in charge of religious brotherhoods and his accomplices in the framework of mediation activities.

President Bouteflika’s advisor Kaddour Kouaïche recognized that he had a mediation role in the conclusion of the order of service between the Austrian company and the department of irrigation in Algiers, which order delivered by the ministry of hydraulic resources, precisely from the ministry’s secretary general Rehial Mustapha Karim sentenced in absentia to one year prison with no remission.

On another side, the Austrian company’s transaction manager has came to Algeria together with the general manager and have been given the bank open account number of the national association of the Zawaya -religious brotherhoods- in the Algeria National Bank -BNA-.

Four months later, the Austrian company’s general manager notified the President’s advisor about the successful transfer of the amount estimated at around 100 thousand euros to his Discount Bank account in Switzerland.
