The Constitutional Council is expected to issue a “written advisory opinion” on the constitutionality of home affairs minister Mr. Yazid Zerhouni amendments on election law and local elections postponement to November, after a deliberation session the council is to hold just when the parliament adopts the two bills.




Home Affairs Minister Mr. Yazid Zerhouni has submitted yesterday the bill amending and completing election system to the Senate, after being adopted unanimously Saturday by the parliament Lower House. Discussions started yesterday before the submission of amendments to the Upper House approval.

Amendments minister Zerhouni is advocating are aimed at avoiding a May 17-like failure through regulating the people participation in the forthcoming local elections, to which only 9 parties, meeting the conditions provided for in the amendments, are to run for.

It is worth noting that the Lower House MPs have voted for shrinking the 5% quorum condition for free candidates and 4% for the new parties to only 3%.
