University transport in Constantine
Tuesday Sep 05 2006.

Inquiry service of the National Gendarmerie of Constantine has revealed that the amount of money squandered in university transport deals

Concluded between two university administrations of “Constantine centre” and “Constantine Elkhroub” and private owners of transport was about 15 billion centimes. The Gendarmerie found such figure thanks to inquiries carried out between May and July on all deals concluded in 2005 and 2006.

The same sources indicated that 14 billion centimes are under the form of debts coming from a double billing of some buses. As regards the remaining billion, it comes from manipulation acts with two other bus drivers, according to the Gendarmerie which presented the accused last weekend to the state prosecutor at Eziadia court.

The accused are the director of university services of Constantine Centre, the director of university services of Constantine Elkhroub, the control and coordination section head at in same administration, director of the university campus Mohamed Benyahia at Elkhroub and four transporters. They all have been released provisionally.

The intervention of the Gendarmerie has come after receiving information concerning illegal deals concluded with four bus owners. They practised their activities without any contracts and worked on other itineraries without authorisation and out of the control of the administration, which inflated their bills on purpose.

Besides bus owners did not have a commerce register. There is more to unveil about illicit practices from the Daïra of Ain Mlila in the wilaya of Oum Elbouaghi.
