The gains related to some advantages such as free zones have also become easily granted by most of the countries, especially as Algeria adhered to the partnership agreement with the European Union. The amendments carried out on the investment law with the view of improving the investment atmosphere have come to achieve two principal goals: redeveloping the infrastructures and promoting the agriculture, the building sector, the development of the Sahara and steppes areas as well as the high plateaus. The amendments have also brought some advantages about the period of addressing the investment applications, the exemptions from taxes during the instituting and exploiting phase. Such advantages are to accompany the second investment plan due from 2005 to 2009 which was allocated an envelope of more than 4200 billion dinars ($80 billion). By virtue of the presidential ordinance, the law provides for the new advantages, the most important of which is the deadline of addressing the investors’ applications of 72 hours to hand over the programme of realisation advantages and ten days to give back the programme of the exploitation advantages. The Investment Development National Agency is responsible for responding to the investors’ requests.
