The second defendant heard by criminal court was former general manager of National Fund of Unemployment Insurance Mahrez Ait Belkacem that is 55 years old, who is accused of bribery authority abusiveness and corruption. The deposal decision of National Fund of Unemployment Insurance (CNAC) money sums in Khalifa bank came after 6th of August meeting says Mr. Rachid Lâichar; the deposal had been discussed by numerous companies that considered some private banks gave high benefits rates comparing with public banks. On the basis of negotiations, we effected a deposal of 19 billion centimes with rate of 10% in Khalifa bank agency at El-Djazair hotel (Algiers) that was the first deposal which lasted 6 months. 300 million dinars, with rate of 11% was the second deposal of money at El-Harrach agency for three months, said the defendant When asked about the estimated lost money, the accused replied saying 187 billion centimes including benefits. The second accused indicated that he was appointed General Manager of National Fund of Unemployment and Insurance which was set up in 1995. He also added that deposal operations related to that Fund went through 6 periods. When asked about whether benefits got from Khalifa were invested within projects for jobless people, the defendant said they helped 30 public companies to preserve 4000 employees from laying off. | ||||||||||||||||||
