Juridical gap

Mr Mohammed Shami, the general director of the Algerian chamber of commerce and industry admits the existence of juridical gap in the exemption and payment system in Algeria.




Numerous bills that organise these deals in the world don’t exist in Algeria, making it clear that the methods currently adopted in this system made them unclear.

Amongst the pillars of the exemption and customs clearance, Shami points out to the payment of duties for the market entrance that remains inexistent in Algeria, so the values payment in Algeria is balanced by a product, and this created many problems, according to Shami intervening on the third radio channel programme Kaddaya Essaa, yesterday.

Shami talked about the partnership with the EU where he said that many pending matters in this agreement was discussed in the last meeting that was held in Brussels for the evaluation of the agreement after 9 months of its start.

In the same context, Shami said that the problem of sugar was addressed after the complaint that was sent by the group Cevitel and the national company for sugar, but its results are not visible yet, adding that European countries are against the idea of exporting Algerian sugar towards Europe.

He confirmed in the same context that the Algerian negotiators understood the threat is not from Europe but from Turkey and China; because the European market is open from a long time to Algeria market, bur it remains difficult to enter because of the adopted standards. Shami mentioned the increase of the Asian exports towards Algeria by comparison with the European products, despite the partnership agreement, and he justified this by the buying power of the Algerian citizens because Asian products are cheaper.

In another context Shami talked about the frequent foreign businessmen visits to Algeria, saying that the questions asked by these investors are mostly about the banking system and the habitat problems. Also the bureaucracy is more than obstacle in the face of these investors to enter the Algerian market.
