An oil tanker carrying 130 tones of hydrocarbons has clashed with a cargo ship two miles off Oran harbor was the scenario made up for the maneuver that fall within a three fold plan meant to control an environmental disaster by the attendance of G 5+5 representatives from Portugal




France, Italy, Spain, Morocco, Tunisia and Libya while Malta and Mauritania representatives apologized not to be able to attend.

The scenario was inspired from real incidents that happened in different regions in the world. It consists in the collision between an oil tanker and a cargo ship in the high sea owing to bad weather conditions, which required urgently the elaboration of a three fold programme (local, territorial and national) to control the leak of important oil quantities caused by a hole in the tanker.

According to Major Defaïri Slimane, the maneuver usefulness lies in coping with maritime pollution harms threatening Algerian coasts, given the fact that there are very likely possibilities for such incidents to occur as 22% of oil substances pass by the Mediterranean Sea, in addition to Northern and North-Western winds that underpin the weather, which requires sounding out onshore and offshore intervention capacities, time frames assessment and the previous use of different plans.
